Yes it's usually just a computer that you carry around with you, but if you wanted to connect two laptops with it would mean plugging in each laptop through the laptop's LAN port.  Image source: https://www.amazon.com/ The problem with this otherwise simple task is that while one side of your LAN cable will have "eth" (ethernet) on it, the other side will have "wlan" (wireless network) and not enough time in the day to coder for MacOS 10.4 or earlier systems.
